My PhD thesis dealt with the characterization of the various fishers and fishing gears associated in the tuna fisheries in the Philippines, mainly to understand their tactics and strategies in fishing juvenile and large tunas. Moreover, this study also investigated perceived and observed fish behavior by fishers around the floating fish aggregating devices (FADs). Then it assessed whether these fishers will actually exit the fisheries given reduced catches, and what their strategies would be if they have lower catches. Additionally, it also investigated what factors are important for the successful implementation of a fishing management tool, such as imposing a closed fishing season. Overall, the study reflects on whether a regular and strengthened monitoring scheme to conserve tuna fish stocks and to strengthen anti-IUU fishing measures. The study supports policy changes that can enforce regulations, enhance fisher cooperation, and provide livelihood for affected communities.
