3. SAFE FOODS Investigation of Institutional Challenges and Solutions to Systemic Risk Management

After the series of food safety incidents and the ongoing enlargement of the EU, many Member States and EU institutions have decided to re-examine food safety policy and to re-structure institutional risk regulation.

SAFE FOODS experts from diverse backgrounds such as sociology, political science, law and science and technology undertook a two stage research:

Part 1. Food Safety Regulation in Europe To review existing national and European institutional arrangements for food safety management. In addition, to analyse structural reforms that have taken place in the past 5-10 years.
Part 2. Development of Guidelines To suggest and develop additional guideline reforms that relate to past experiences and new insights.

Based on this work, researchers involved in this project have developed new concepts for Risk Analysis, giving special attention to the involvement and participation of stakeholders and consumers. This is being done in order to obtain more transparency throughout the Risk Analysis process.

In the end, the theoretical concepts and findings were discussed and tested in a series of workshops with stakeholders [industry, risk assessors, risk managers, NGOs (Non-Governmental Organisations)].
